The Position:
The Chief Information Officer (CIO) at Clackamas Community College serves as the senior technology leader for the institution, responsible for shaping the technology vision, driving strategy, and overseeing all aspects of information technology services. The CIO sets the college’s multi-year technology roadmap; develops and sponsors the ITS operating and capital budgets; authors, creates, and owns instructional technology policy; owns the college’s cybersecurity posture and risk tolerance; and represents the college at institutional, board, and external higher education technology forums. Reporting to Jeff Shaffer (Vice President of Finance & Operations/Chief Financial Officer), the CIO is a key member of the executive leadership team and plays a central role in aligning technology, data, and digital systems with institutional priorities.
The CIO ensures that technology enables and accelerates student success, instructional excellence, and operational performance. This includes leadership of enterprise applications, infrastructure, cybersecurity, user support, instructional technology, and institutional data systems. In a multi-campus environment, the CIO must deliver consistent, secure, and seamless services while remaining responsive to the distinct needs of students, faculty, and staff across locations.
This is a forward-looking leadership role at a time of growing opportunity and complexity. The CIO will help guide the college through continued modernization of its enterprise systems, including cloud adoption and potential ERP evaluation, ensuring technology investments are scalable, integrated, and aligned with long-term institutional goals.
The CIO will work closely with Jeff Shaffer, a collaborative and empowering executive leader who values strong professional expertise and provides senior leaders with the autonomy to lead within their areas of responsibility. His approach emphasizes trust, clarity of expectations, and results-oriented leadership.
Within this context, the CIO is expected to be both a strategic leader and an organizational integrator, bringing together people, processes, and technology to advance institutional priorities. The role requires a leader who can balance long-term vision with operational execution, build strong partnerships across the college, and ensure that technology functions as a core enabler of student success and institutional effectiveness.
Responsibilities:
Strategic Information Technology Management (50%)
- Lead the development and execution of the college's multi-year information technology strategic roadmap; align technology direction with the college's strategic plan, mission, and institutional priorities established by the President, Executive Team, and Board of Education.
- Partner with leaders across Academic Affairs, Student Affairs, Finance and Operations, Human Resources, and Institutional Research to translate college priorities into technology strategy and to align technology investment with the institution's teaching, learning, student success, and administrative effectiveness goals.
- Develop and oversee the multi-million dollar ITS operating and capital budgets across multiple fund sources; generate institutional fiscal, reinvestment, and expansion packages related to technology; present to the Vice President of Finance and Operations, college leadership, shared governance councils, and Board of Education as needed.
- Create and own college-wide technology policies, including information security, artificial intelligence, and acceptable use; co-own data governance policy in partnership with Institutional Research; advance policy through institutional governance cycles to Board adoption.
- Own the technology narrative for institutional accreditation and accountability reporting; create ITS contributions to institutional planning, assessment, and external accountability cycles.
- Monitor emerging technologies, higher-education technology trends, and peer institution practices; advise the Executive Team and Board on adoption, governance, and investment implications.
- Track ITS program progress and institutional technology performance through metrics and data analysis; make data-informed recommendations and investment decisions; provide performance reporting to the Executive Team and Board of Education.
- Provide executive leadership to the Information Technology Services division; communicate institutional vision, priorities, and strategies to ITS staff; translate Executive Team direction into divisional objectives and accountability.
- Direct, develop, and supervise direct reports within Information Technology Services.
Information Security, Risk, and Compliance (25%)
- Own the college's cybersecurity posture and risk tolerance; direct the information security program; approve risk-acceptance decisions at the institutional level.
- Ensure the confidentiality, integrity, and availability of college systems and data, including systems containing sensitive, confidential, and personally identifiable information (PII).
- Ensure information security, data protection, privacy, disaster recovery, and business continuity programs are in place, maintained, and reviewed for currency and adequacy.
- Serve as the institutional point of decision during significant cybersecurity events; approve external notification, regulatory engagement, cyber-insurance activation, and Board-facing communication.
- Provide cybersecurity reporting to the Vice President of Finance and Operations and the Board of Education, including risk posture, incident summary, and compliance status.
- Ensure compliance with applicable federal, state, and contractual requirements for information security, data governance, and privacy (including FERPA, GLBA, applicable state privacy rules, and PCI-DSS).
- Be available outside of standard business hours, including evenings and weekends, to respond to cybersecurity incidents, system outages and other technology-related emergencies as necessary.
Representation and Institutional Partnerships (25%)
- Represent Information Technology Services at internal leadership forums including the Operations Council and Board of Education; participate in discussions, provide presentations, and gather input on behalf of ITS.
- Represent the college at external higher-education forums including peer community college CIO councils, state-level higher-education technology consortia, and national higher-education associations; import best practices and build institutional partnerships.
- Develop collaborations among the college's academic and administrative constituents to advance the college's mission, vision, and strategic goals; serve as the institutional voice on technology matters in cross-divisional decisions.
- Cultivate and maintain the college's strategic relationships with technology vendors and partners; negotiate and sign enterprise-scale contracts above delegated signature authority.
Qualifications:
Required:
- Bachelor's degree in Computer Science, Information Systems, Business Administration, Public Administration, or a related field; five years' relevant information technology experience, including management and supervisory experience. Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the duties as described.
- Advanced knowledge of the information technology field, including enterprise systems, information security, and strategic technology planning.
- Ability to exemplify traits that reflect the College's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility, and a willingness to change.
Preferred:
- Master's degree in Computer Science, Information Systems, Business Administration, Public Administration, or related field.
- Experience in higher education, particularly in a community college or comparable public higher-education environment.
- Experience leading enterprise information technology in an institution of similar scope and complexity, including budget, cybersecurity, and cross-divisional governance.
- Relevant professional certification (e.g., PMP, CISM, CISSP, CGEIT, ITIL).

Information Technology Services:
Information Technology Services (ITS) at Clackamas Community College provides the foundational technology infrastructure and enterprise systems that support all aspects of teaching, learning, and administrative operations across the college’s multi-campus environment. The department ensures reliable, secure, and accessible technology services that enable students, faculty, and staff to effectively engage in both in-person and digital learning environments. ITS plays a critical role in maintaining operational continuity while advancing the college’s commitment to access, equity, and student success.
The department is comprised of more than 20 staff and student workers (the majority of staff are represented by a labor union) and is organized under a director and two managers. With a $2M operating budget, its scope includes enterprise applications, network and infrastructure management, cybersecurity, user support services, instructional technology, and institutional data systems. Operating across Oregon City, Wilsonville, and the Harmony campus, ITS must balance enterprise-wide consistency and standardization with responsive service delivery to diverse campus needs, requiring strong coordination, shared governance, and a service-oriented culture.
