The Enhanced Monitoring Accounts (EMA) department mitigates risk to the Credit Union by actively monitoring high-risk business accounts. EMA is an innovative banking program that specializes in high-risk business account monitoring, reporting, and compliance with State and Federal regulations.
Maps Credit Union seeks an Assistant Manager of EMA Operations to assist the AVP of EMA Compliance in maintaining the organization's Enhanced Monitoring Accounts (EMA) program. This position will directly manage a team of EMA Analysts and provide superior service to EMA banking members while remaining in strong compliance. The ideal person for this role is a collaborative leader who has strong organizational and analytical skills.
Key responsibilities include, but are not limited to:
Sales & Service
- Provide superior service to EMA members by opening, setting up, or performing maintenance on the following types of business accounts or services: savings, checking, online banking, debit cards, direct deposit, and automatic transfers. Answer questions in person and/or over the phone.
- Further enhance EMA relationships by assessing member needs and recommending additional products and services. Explain features and advantages of accounts or services to promote sales.
- Understand and communicate organizational objectives to employees regarding Sales and Service, The Member Advantage, and Core Values.
EMA Compliance
- Perform initial reviews of EMA applications to ensure applicants meet all Credit Union standards with respect to membership eligibility, corporate status, license status, criminal history and reputation. Resolve questions and issues regarding application information.
- Perform ongoing monitoring of EMA accounts to ensure that members conduct business activities in accordance with applicable Maps, State, and Federal standards.
- Review account activity and analyze financial data to develop an understanding of the member's business activities and compare with other similar businesses.
- Approve initial and ongoing reviews of EMA account analysis.
- Perform site inspections of EMA facilities as needed.
Staff
- Address employee performance issues by providing EMA Analyst I/II staff with clear and constructive feedback.
- Oversee staff training to include EMA opening procedures, EMA member services, proper EMA documentation, ongoing review of EMA activity, and the formal review process.
- Assist the AVP of EMA Compliance in recruiting, interviewing, and selecting EMA employees.
- Provide feedback to AVP or EMA Compliance on the performance of the EMA program and staff contributions. Complete performance appraisals for EMA Analyst I/II staff.
- Assist in the development of employees by scheduling coaching meetings and completing one-on-one notes in the performance appraisal system.
- Act as a role model for appropriate behavior, genuinely participate in the decision-making process of the Credit Union's future while helping staff to recognize and understand the reasoning behind leadership decisions.
Operations, Security and Compliance
- Follow regulatory and policy compliance requirements, which include those efforts in compliance with the Bank Secrecy Act (BSA), Office of Foreign Asset Control (OFAC) and Anti-Money Laundering (AML) Regulations, Identity Theft Red Flags, and other compliance-related policies.
- Maintain operational knowledge by staying informed of policies and procedures.
- Comply with Credit Union operations and security procedures by preparing Currency Transaction Reports, Suspicious Activity Reports, participating in dual control functions, and adhering to authority limits, policies and procedures.
- Maintain confidentiality and protect Credit Union operations by keeping negotiable instruments, cash, keys and member and/or Credit Union information secure at all times.
Professional Knowledge and Development
- Maintain current understanding of State and Federal Laws regarding the Oregon cannabis and hemp industry and stay current with changes to any related laws, guidance, and/or regulations.
- Maintain Credit Union workflow by cooperating with coworkers and providing necessary information to the appropriate people.
- Enhance job performance by applying up-to-date professional and technical knowledge gained by attending training sessions and reviewing professional publications.
- Participate in committee and team projects outside the department as assigned by the AVP of EMA Compliance.
- Continuously strive to meet organizational objectives through personal and Compliance Department goals.
- Associate's degree in Accounting, Business Management, or related field, or equivalent financial institution experience and business-related college-level courses or financial industry-specific training.
- Minimum of two years of experience in the financial industry with demonstrated progressive responsibilities in credit union operations.
- Minimum of two years of experience in a financial institution, with experience in a lead role.
- Minimum of two years of credit union compliance-related experience is highly preferred.
- Must be bondable.
- Must be at least 21 years of age.
Exempt starting salary range: $74,500 - $82,900 per year, depending on relevant experience.
Schedule: Monday - Friday, 8:30 am - 5:30 pm.
